Blistering during the removal process the laser will heat up ink particles in your skin which can cause tiny blood vessels to break around the tattoo. This will help the fluid flow back into your core and reduce swelling.
As a result superficial blisters containing water and ink may appear. Think of the untreated tattoo ink as ink rocks.
